I was wrong when I said "about half of the states..." The exact number of
states that prohibit consumption by a minor is 15 and the exact number of
states that prohibit furnishing alcohol to a minor is 20. In my state
(California), underage possession and consumption are legal under certain
exceptions but furnishing alcohol to a minor is illegal- even by a parent.
