Not in all provinces - some are 18. When my daughter turned 19 she
said it wasn't nearly as big a thing as it was for her friends as she
had been going to school in Ottawa which is across the river from
Quebec where the drinking age is 18 - so she had been able to buy beer
in Quebec and bring it back to the dorm.
Of course now that she's about to turn 21 she's looking forward to
drinking in the US...
